You will supervise temporary support staff on an occasional basis
and have day-to-day responsibility for making decisions to procure ad-hoc transport, agree rates and contract lengths against a budget of £12.5M.
You will maintain and operate key corporate information systems such as Capita One (EMS).

You will have direct liaison with the parents of over 12,000 school children and students, 300 operators of home to school transport as well as representatives of all schools and day centres within Northumberland and some out of county establishments; general involvement with managers, social workers and other external agencies such as the LSC.

You will ensure the effective delivery of all home to school transport for all entitled school children in Northumberland and act as first point of contact for the council’s clients such as parents, pupils, schools, and the general public and operators, deciding the most appropriate and efficient way of providing transport to the client.

You will administer and deliver education, concessionary and 16+ schemes including assessing entitlement and payment collection where appropriate and deliver Special Educational Needs transport, EOTAS and social services transport, ensuring that appropriate transport is arranged in all cases, taking into account risk assessment and assessed need.

You will record queries and complaints from transport users and providers, and pursue and escalate these complaints through the appropriate mechanisms i.e. Compliance & Quality Officer and recommend appropriate action.

You should be educated to degree level or equivalent standard of education or have membership status of professional body e.g. MILT, with a good general education with evidence of competency in literacy and numeracy.

A good understanding of the legislative framework which underpins home to school transport is required.

Transport knowledge (such as scheduling, routing, costing and operation)
You should be competent with computer systems such as e-mail and Word and Excel and corporate databases such as the Capita One system; Expertise in GIS and other network planning software.

You should have detailed knowledge of routes and geography of Northumberland.
