Applications are invited for the post of Service Manager for Safeguarding Adults within Newcastle City Council.

The candidate will have strategic responsibility for Safeguarding Adults within Newcastle City Council under the Assistant Director for Adult Social Care and will be part of the Senior Management Team. The candidate must hold a professional Social Work qualification.

Newcastle City Council is looking to appoint a qualified, dynamic and skilled Social Worker with managerial experience, who is committed to delivering Newcastle’s three strategic principles of being fair proud and ambitious. The candidate will be committed to making a real difference to some of the most vulnerable people in our city, making Newcastle an increasingly safe city for adults at risk of abuse or neglect by building on the current multi agency safeguarding arrangements.

The candidate will have significant post qualifying experience working with people with complex needs and will lead the Safeguarding team of committed and knowledgeable social work and non-social work qualified practitioners to build on and continue to improve the multi-agency and person centred safeguarding arrangements here in Newcastle. The candidate will be able to demonstrate their experience of inter-agency collaborative practice and multi-agency working, as well as a detailed strategic and operational knowledge of current and emerging themes in relation to safeguarding and risk management frameworks.

The candidate will have excellent time management skills and the ability to prioritise tasks and competing demands. They will be able to demonstrate their knowledge of all relevant legislation for Safeguarding Adults and Adult Social Care. They will have up to date knowledge of social care policy and developments, best practice and current emerging themes relating to Safeguarding Adults.

The candidate will have excellent communication and people skills and will have represented their current organisation at a strategic level both within and without of their organisation.

The candidate will be responsible for the supervision and management of 20 staff in total who are employed by Newcastle City Council in various roles and for the co-ordination and management of the Multi Agency Safeguarding HUB (MASH).

The candidate will be responsible for 5 Safeguarding Adults Managers who coordinate the Safeguarding Adults procedures in relation to organisational and more complex concerns and provide help and advice to professionals both internally and externally to Newcastle City Council. With oversight from the Service Manager for Safeguarding Adults these managers also manage the MASH, coordinate and represent Newcastle Adult Social Care in other parallel processes such as MAPPA, MARAC, PREVENT.

The candidate will be responsible for the Newcastle Safeguarding Adults Board (NSAB) Co-ordinator, the Learning and Development officer for Adult Safeguarding, the Service Improvement Lead for Adult Safeguarding and for the Safeguarding Adults’ Assistant. Including the coordination of NHS statutory returns for data pertaining to both Safeguarding Adults and the DoLS.
The candidate will be responsible for the management of 8 staff who deliver Newcastle City Councils statutory requirement in relation the Deprivation of Liberty Safeguards (DoLS) and must either be a qualified BIA or willing to train to become qualified in this area of work.

In this post the candidate will also have responsibility for the Social Workers who deliver a service to those who have, or who are at risk of sexual exploitation and/or modern-day slavery in the nationally recognised SE HUB and will ideally have knowledge of trauma informed approaches to supporting victims of abuse.
