The Service
The post is based within the Housing and Public Protection Service, which is responsible for the management and repair of the council's own housing stock (circa 8,700 properties) and the delivery of a broad range of regulatory and enforcement functions. The post will be based in the newly formed Housing Delivery team which forms part of the Housing Maintenance and Capital Delivery function.
The role
This is a new role which offers exciting and significant opportunities to identify potential new build, refurbishment and regeneration opportunities to meet affordable housing need and delivery of the council’s ambition to deliver up to 1,000 new homes for rent. The post holder will report to the Housing Delivery Manager and will be expected to make an active contribution to the overall development of the newly formed Housing Delivery function.
The key responsibilities of the post include:
To identify potential new build, refurbishment and regeneration opportunities, to meet affordable housing need to support delivery of the agreed Housing Delivery programme.
To assess and determine value for money, overall benefits and potential barriers to schemes to help develop and support implementation of the housing delivery programme.
Work collaboratively with the appropriate internal stakeholders to deliver a seamless Housing Delivery service, including Development Management and Strategic Estates Management.
Develop and manage key relationships with external stakeholders, funders and development partners, including Homes England and registered housing providers.

Essential requirements:
Knowledge of current and future challenges facing housing development.
Comprehensive working knowledge of housing development delivery programmes including those supported with Homes England grant funding, operating within the requirements of Homes England Capital Funding Guide. Understanding of housing development governance practices and issues.
Educated to degree level or equivalent work experience.
Evidence of continuing professional development.
A strong record of demonstrable achievement, in an organisation of comparable size and complexity to the council in the delivery of substantial development programmes including experience of managing Homes England funded development programmes.
Significant experience of working in partnership with stakeholders, collaborating and working as part of an effective team and of research, analysis and report writing to present proposals and business cases.
