The Service

The Information Governance team is a newly formed team within the Information Services department. It is responsible for all aspects of information governance including Freedom of Information, Environmental Information Regulation requests, Data Protection, Confidentiality and Information Security. The team is led by the Information Governance Manager and Data Protection Officer who reports into the Digital Design & Delivery Manager. The team advises and provides tailored support across all Council services including a network of Information Asset Owners, the Caldicott Guardian and the Senior Information Risk Owner. The team helps implement best practice across the organisation to ensure NCC operates to high standards, including those required by the NHS Data Security & Protection Toolkit and wider legislative and corporate standards.

The role

The Records Manager will develop corporate guidance in the form of policies and procedures to deliver an effective Records Management service for the Council, whilst implementing best practice in record keeping standards across the organisation through specialist professional advice, knowledge and support on the creation, maintenance and disposal of both paper and electronic records. They will be responsible for the development and implementation of retention schedules in line with current legislation, classification schemes, and will provide specific advice to Council services on a frequent basis around all aspects of records management best practice.

The Records Manager will have overall responsibility for the management of the Councils records centre based at Woodhorn, Ashington which has over 17,000 locations for NCC’s paper records to be stored. The day to day operation of the records centre is managed by the Records Officer, which the Records Manager will have line management responsibilities for. It is expected that this role will support with the development of this records centre to make best use of the facility, working alongside Northumberland Archives and other third party storage providers.

The post will lead on records digitisation projects to ensure that Council services can adhere to the corporate standard storage requirements required following the currently ongoing refurbishment of County Hall. This will include the management of multiple small or large scale scanning projects working alongside a third party supplier. This will involve working closely with Property Services and will require management of multiple projects to timescale and within agreed, defined budgets.

The post holder will be based in the Information Governance Team located at County Hall, Morpeth, and will work under the supervision of the Senior Information Governance Officer.

Essential requirements:
Degree level or equivalent standard of general education.
Post-graduate qualification in archive administration, records management or equivalent obtained or being worked towards
In-depth knowledge of the main theory, procedural and practical issues relating to the service e.g. Records Management, Information Governance
Recent and relevant post qualification experience in a relevant context e.g Records Management
Experience of supervising staff
Ability to work under pressure and to meet deadlines and targets independently and as part of a team
