The Service

The Council’s IT / Digital department are responsible for providing the digital tools, technologies and connectivity to our staff and residents. There are 125 people in our team; we help roll out fast broadband to the county, we develop in-house digital solutions to fulfil the needs of our customers, we provide support to our colleagues with using internal and external software systems, we keep our data and systems safe and secure, we build and maintain robust infrastructure on-premise and in the cloud to host our software.

Our vision is to build services for our customers that meet their needs, that are accessible and that are surprisingly simple. We want it to be as easy as possible for people to interact with the council digitally.

The role
We’re looking for an experienced and enthusiastic Programme Manager. We need a strong leader that is experienced in the coordination of large, complex, and important programmes of work. This will include working across the Council to understand service IT needs and working externally with partners to deliver the outcomes of this exciting piece of work for Northumberland County Council.

The key responsibilities of the role are:
- To provide and initiate leadership, management, and coordination of a large, complex, and important programme of work.
- To design, facilitate and deliver a strategic IT project coordinating multi-disciplinary teams in the council and key external partners.
- To provide engagement with services across the Council to support the identification and integration of IT projects into service plans - developing a corporate IT programme that reflects the needs of users, that is appropriately resourced, and is delivered on time and within budget.
- To ensure the effective reporting and performance management of and the complex programme - providing regular reports to the Senior Leadership Team and other relevant strategic partners.
- Secure resources from internal and external sources to enable the delivery.
- Working with the IS management team help to define and integrate the Council’s major strategic objectives into the internal Information and IT strategies.
- To provide effective co-ordination and management across the Council services, including the setting and achievement of IT business targets and performance management.
- To make an effective contribution to the strategic management of the Service, Directorate and County Council.
- To manage resources from across Corporate Departments on digital related projects in a collaborative manner.

Essential requirements:
-Experience in leading delivery in a similar environment
-Experience in programme and project management
-Experience of digital delivery
-Experience of managing supplier relationships
-Experience working with senior stakeholders
