The Service

Northumberland County Council delivers support to people, businesses and local communities to help our local economies recover from the recent downturn and to prosper. The Council is working with Newcastle City Council and North Tyneside Council in order to better support residents. This work aims to support people and communities most in need across the UK, creating opportunities to trial new approaches and innovative ideas at the local level.

The service will deliver a package of support to communities across Northumberland to drive social and economy recovery. It includes a Labour Market Triage Service providing flexible, immediate and responsive support to address employment issues faced by businesses and individuals.

The successful candidate will work as part of this service and will be based in the Council’s Northumberland Skills Service, working alongside other staff and services supporting residents to take up employment and training opportunities.


The Job Role

The core purpose of the role is to lead the Northumberland County Council Triage team, managing two employment coaches in delivery of a service responding to demand for employment and skills advice and support from Northumberland residents.


The successful candidate will:

- Act as lead officer for the Northumberland County Council Triage team

- Manage a team of employment and skills advisors delivering direct support to residents

- Ensure staff meet performance and quality levels, implementing performance improvement actions as needed

- Act as part of the delivery team, responding to online and telephone queries from residents relating to employment, training, and other labour market support needs

- Complete accurate records and use mechanisms to track and monitor participants progress, ensuring quality, compliance and data measures are adhered to.

- Produce performance and statistical reports for Council managers and as required by the funder

- Ensure all performance information is collected for claims purposes as required by the funder

- Attend project management meetings as required

- Assess effectiveness of the service and identify areas for improvement.


You will manage effective partnerships and proactively identify stakeholders, partners and relevant local services to build relationships with to successfully deliver the programme, ensuring residents are referred to appropriate employability and skills support. It will be your responsibility to drive performance and support, coach and develop the staff to meet programme KPIs ensuring that the expected demand from residents is met swiftly and appropriately, and people are directed to the appropriate support they need to move into or towards employment.

The Council is looking for an individual with drive and enthusiasm to make a positive impact to those needing support to engage with the labour market, with a thorough understanding of support available. The successful candidate will have proven experience of managing staff to support people into employment and/or training, excellent customer service skills, a performance-driven approach to meeting targets, ability to work autonomously and as part of a team and will be responsive to new demands with a flexible and can-do attitude. There will be the experience and skills required to collect information in a systematic way, manage databases, write clear reports, and to verbally report to meetings. Ability to build excellent working relationships with NCC colleagues and productive partnerships and external partners is essential.

Staff will work through a mix of remote home working, Council premises, and outreach centres across Northumberland.



Salary and Conditions
- A starting salary of 28,672 - Salary range is (£28,672 to 32,234)

Essential requirements:
