The Service
The Economy and Regeneration service is looking for an experienced Senior Project & Appraisal Officer to manage the Rural Business Growth Fund Programme which is being supported with ERDF and NTCA Investment Funding.

The Role
The post is located within the Economy and Regeneration Service, whose core purpose is to deliver the Council’s priority of Economic Growth. This includes the influencing of national and regional policy and co-ordinating and driving forward of the delivery and management of regeneration and economic growth projects including those funded with European Structural funds.

On behalf of the Council in its role as Accountable Body, You will support the Rural Business Growth Programme Manager in the delivery and management of the NTCA Rural Business Growth Fund.

You will be responsible for undertaking, to a professional standard, project appraisals, technical financial assessments, and due diligence checks in respect of business growth funding applications submitted by businesses to the Rural Business Growth Fund and other Rural Growth programmes. This will require good knowledge of State Aid and ERDF regulations. You will also be responsible for monitoring project delivery and performance of projects that receive funding through the programme.

This role is part financed by the European Development Fund (ERDF) as part of the England 2014 - 2020 European Structural and Investment Funds (ESIF) Growth Programme.


The role is offered on a fixed term basis, until 30 June 2023. This post may be offered on a secondment basis with the relevant line manager approval.

Essential requirements:
You will be educated to degree or equivalent standard, and have extensive knowledge or ERDF and State Aid regulations.

Significant experience in conducting project appraisal and producing clear and comprehensive reports. You will be highly motivated with the ability to motivate others within a results driven environment.

The ability to manage a diverse workload, to meet tight timescales

Able to work on own initiative and come to own conclusions to make recommendations

You will possess excellent interpersonal and communications skills and the ability to quickly build good working relationships both within the Team and with external organisations. The ability to converse at ease with Partners and provide advice in accurate spoken and written English is essential for the post.
