Durham County Council is establishing a new In-House Enforcement Service and are seeking to recruit an Enforcement Service Senior Officer.

The service will be responsible for the collection and enforcement of Council Tax, Business Rates, parking fines & fixed penalty notices, commercial rents, sundry debt and Housing Benefit Overpayments.

The successful candidate will join Finance and Transactional Services as part of the Payments, Income & Support Team.

This is an exciting opportunity to join a new team and have critical input into the development of the team and associated policies and procedures.

The post holder will be responsible for the provision of a responsive, efficient and effective Enforcement Service, will provide first line management and supervision to a team of Enforcement Agents and Enforcement Assistants and will also assist and support the Team Leader with planning and development of the team.

Candidates must have experience of supervising a debt recovery team, be experienced in the interpretation and application of the relevant legislation and implementing transformational change and new ways of working.

Candidates must have detailed knowledge of enforcement legislation and whilst it is not essential to be a certificated Enforcement Agent it would be desirable.

The post holder will require excellent communication, interpersonal and organisational skills and the ability to deliver a customer focused service that is subject to frequent change.

Required qualifications:
Level 4 or,
IRRV level 3 Technician Certificate/AAT/CIPS equivalent professional qualification and experience of debt collection & enforcement collection of Council Tax/Business Rates and/or sundry debt

It is anticipated that interviews will be held 28th & 29th January 2020.
