Northumberland County Council has secured up to £2.4m funding from Historic England (subject to final confirmation of funding award in January 2020) to deliver and manage the ambitious Hexham High Streets Heritage Action Zone (HSHAZ). The HSHAZ programme is a national initiative led by Historic England and delivered in partnership with the County Council, Hexham Town Council and a wide range of partners in Hexham.
It aims to deliver physical improvements, community engagement and cultural activities to regenerate England’s struggling historic high streets and town centres. The Council is seeking to appoint a Senior Programme Officer, part-funded by Historic England to co-ordinate the Hexham HSHAZ.
The post holder will be responsible for leading and project managing the implementation of the 4 year delivery programme launching in April 2020 and to champion heritage-led regeneration within the HSHAZ area. The core element of this role will be to manage and co-ordinate workstreams and partnerships related to the HSHAZ including a significant building improvement scheme working with the private sector, as well as community and cultural engagement activities.
Based within the Council’s Economy and Regeneration Service at County Hall, Morpeth, and working regularly in Hexham you will liaise closely with the Council’s Conservation Team and Historic England and professional colleagues across the Council and partners.
You will be responsible for the day to day management of the initiative co-ordinating HSHAZ programme governance including reporting and liaison structures. You will contribute to and work with partners to deliver the projects identified in the HSHAZ Programme to agreed budgets and timescales that lead to the removal of the ‘at risk’ status of the Hexham Conservation Area.
The postholder will manage, develop and coordinate community events, exhibitions and meetings. You will be required to undertake independent research and present progress reports and project updates as well as implementing effective information and communication strategies for a wide range of stakeholders and audiences to maximise engagement.
The job requires an enthusiastic, self-motivated person, with excellent communication and negotiation skills, to shape the programme and drive it forward. This will require extensive experience and knowledge of project and financial management and a good understanding of issues relating to heritage-led regeneration, management of the historic environment and working with the private sector and community groups. You will be supported and advised by other Council officers and Historic England but you should have the ability to operate independently and strategically, make decisions and work across a wide range of sectors. You will need to negotiate with and support partners and stakeholders across all levels of responsibility.
Other information - This post is offered on a four year fixed term basis and is part funded by Historic England. Please note that appointment to this post is subject to final confirmation of Historic England funding for the programme, which is anticipated at the end of January 2020.
