We have recently completed the development of our 5-Year Housing Delivery and Investment Plan. This will see more affordable homes built and secure the acquisition of existing empty homes which will be brought back into use as affordable homes. This will have a positive effect on our neighbourhoods and generate improvements within all sectors of housing across the City.

Development Officer - Grade 6 (£27,041 - £29,577), (Permanent)

You will support the Development Manager in the successful delivery of the Housing Delivery and Investment Plan, consisting of both new-build and refurbishment projects.
You will be responsible for assisting with the identification and appraisal of pipeline projects, including identifying development opportunities which meet the Council’s financial viability and build quality criteria in accordance with our Housing Delivery and Investment Plan. This may be housing sites or individual properties. You will support the completion of feasibility studies on potential housing sites and carry out viability appraisals using ProVal software.

You will assist with submitting funding bids to Homes England and managing grant allocations using Homes England’s Investment Management System (IMS).
Supporting the Technical Coordinator in the preparation of design solutions, specifications, bills of quantities, drawings and all other contract and tender documents for contractors and consultants for related projects, you will also be involved in the selection of consultants and contractors through a range of contractual and procurement mechanisms.
You will contribute Design Team Meetings consisting of land, design, technical, commercial and construction professionals, relevant external consultants and internal officers. You will also monitor the cash requirements of the development programme, ensuring forecasts are accurate, up to date and timely and provide reports to the Development Manager as required.

Contributing to the development, implementation and review of policies and procedures, you will also enhance service delivery and increase customer satisfaction.

You will be an experienced housing development officer, preferably with a background in the social housing sector.

This post is exempt from the rehabilitation of Offenders Act 1974 and therefore will be subject to a DBS check from the Disclosure and Barring Service.
