The Service

The Council’s Economy and Regeneration service is investing heavily in improving towns across Northumberland, creating opportunities for our residents and businesses.


Blyth, the County’s largest town, is on the cusp of a period of major transformation and growth, capitalising on its role as a leading UK hub for the renewable energy industry, at the vanguard of the nation’s low carbon energy revolution. The Council, working in partnership, has recently secured a major £11m investment from the Future High Streets Fund which is set to transform the town centre and a further Town Deal award of almost £21m from the Government’s Towns Fund, which will boost economic growth across the wider town and kickstart the ‘Energising Blyth’ regeneration programme. Blyth is re-inventing itself as a 21st century clean growth port town, providing new jobs, better skills, more homes, and a great environment for its people and businesses. The town is at the forefront of the Government’s levelling-up plans and is leading Northumberland’s economic recovery from the Covid-19 pandemic.

The role

This is an exciting and rare opportunity to play a key role in the Council’s ‘Energising Blyth’ Programme Delivery Team. You will be pivotal to the successful delivery of our Future High Streets Fund and Town Deal commitments between 2021-2026. This includes a portfolio of high impact capital projects, including the construction of a new culture centre; education and innovation facilities; industrial, commercial, leisure, and residential developments; and sustainable transport infrastructure.


You will support the Programme and Project Manager in the management and governance of the Programme and work closely with senior council officers and representatives of our private, public and third sector stakeholders, our business-led Town Deal Board and UK Government departments.

We are therefore seeking an enthusiastic and driven professional with significant experience in the delivery of complex, publicly funded, multi-million pound capital projects from initiation through to successful completion. This will include business case development, contract and financial management; reporting, monitoring and evaluation; procurement, legal and financial/funding compliance.


This post is co-funded by the council and the Department for Levelling Up, Housing and Communities(DLUHC). The role is offered on a fixed term contract to March 2025 and there may be potential to extend (subject to funding) beyond this.


In time, it is expected that the team’s role may expand to take on other exciting regeneration projects elsewhere in the County.

A starting salary of £37,890 - £41,881

The successful candidate will:

Demonstrate recent experience in preparing regeneration based funding bids and project business cases for place-based regeneration projects.

Have significant experience of partnership working and engaging with a broad range of stakeholders and the ability to communicate effectively.

Offer ‘client side’ project management experience including monitoring project and programme delivery.

Demonstrate understanding of Local Authority governance processes and procedures.

Have strong financial management skills and commercial awareness.

Demonstrate competence in report writing, procurement and contract management and regulatory compliance.

Evidence of working with grant funding regulations and programmes.

Hold extensive knowledge of national, regional, and local policies related to town centre regeneration.
