Building Control is an integral part of the City’s development management service covering a wide range of work across the city including complex commercial developments, multi-faceted city centre schemes and a variety of residential applications.

Development in Sunderland continues at pace and we are seeking an ambitious and innovative Building Control Manager to drive the business forward, grow commercial opportunities and to ensure that the team is set up to respond to the changing regulatory framework and thinking for the profession.

As the technical lead for building control you should be able to demonstrate that you have a proven track record of effective leadership at a senior level in a Building Control Service. You should be able to lead a team of qualified staff with varying degrees of experience and to help them respond to the changing environment and to develop to meet the needs of the service and the city.

Excellent communication skills will be key when dealing with a range of external stakeholders including home owners, house builders, agents and developers as well as internal stakeholders such as members and other council service areas.

The role will also require ensuring that the Stadium of Light stadium is able to operate in a safe and appropriate way for all types of activities including football, concerts and other conferences and special events. Experience working with the SGSA would be advantageous but not essential.

You should also possess an appreciation of public sector financial frameworks and budgetary information and show high levels of understanding of equal opportunities and a commitment to deliver an equitable service.

You will also ensure that there is, and be part of the ‘out of hours’ rota, for responding to reports of dangerous structures on a 24/7 basis. Being on the emergency rota attracts an additional payment.

Essential qualifications/skills:

You should be a fully-qualified member of a relevant professional institution (e.g. RICS or CABE) and will have had experience in management of a team and a proven track record of successful corporate and multi-disciplinary working.

You will be able to demonstrate your knowledge and understanding of the legislation and technical documents which underpin the Building Regulations; your ability to solve problems pragmatically; experience of dealing with dangerous structures and effective management of staff and budgets. However, you should also have a strong-minded determination to introduce and deliver change where it is needed to improve performance. This will particularly be important in light of the incoming changes in relation to the Building Safety Bill and the implications that this will bring. You should not only be alive to the issues involved but also ensure that the council and its staff are in a position to be ready for this new legislative change and implementation.

Effective written and oral communication and presentation skills shall be critical for this post and you should be able to relate to a variety of people and audiences as you would be working with a range of clients from homeowners to large commercial / industrial developers who expect a prompt service and high quality advice to realise aspirations. It will be especially important to be able to demonstrate an ability to deal effectively with issues within a politically sensitive environment, and to relate concerns of the Elected Members.

We would require you to have a full and current driving licence with access to a car.
