The Action Plan set out over 100 Priority Actions to move forward at speed with the city-wide decarbonisation plans. These Priority Actions have driven an exciting and ambitious programme of activity. Part Three of the Action Plan recognises the key importance of district energy networks in our low carbon heat transition.
Newcastle has a number of operational District Energy Networks dating back to the 1970s including the Byker Heat Network serving homes and organisations on the Byker Estate, and the recently built Helix District Energy Centre serving offices and research buildings.
We have also established the Regenerate Partnership which is a strategic 40 year Public Private Partnership between Newcastle City Council and Engie to deliver low carbon District Energy Networks across the city and create a lasting low carbon legacy for the city.
Through the Regenerate Partnership with Engie, Newcastle City Council has bold plans for its District Energy Networks over the coming years including:
1. Expanding existing District Energy Networks
2. Interconnecting existing and new District Energy Networks
3. Decarbonising existing District Energy Networks through a range of low carbon sources including ground source, deep geothermal source, water source, wastewater source and mine water source heat, as well as future integration of green hydrogen
4. Building new District Energy Networks to service new developments
Newcastle through its partnership working with other major city organisations is establishing an existing District Energy Network strategy and have plans to deploy significant expansion of these schemes over the coming years.
Newcastle City Council is seeking an experienced and driven individual to oversee the technical development and delivery of the Council’s District Energy Network plans over the coming years.
The role of District Energy Network Technical Specialist will be part of our Major Projects team in the Place Directorate and will be responsible for:
1. Maintaining and periodically updating the city wide low carbon District Energy Network strategy
2. Working closely with Regenerate Partnership and other city actors including public sector organisations, developers, residents and businesses to progress District Energy Network or District Heat Network projects
3. Liaising with Government and other local authorities to ensure the city’s approach to low carbon District Heat Networks are delivered including on Heat Network Zoning consultation activities
4. Leading on the technical development and delivery of District Energy Network including:
a. Establishing District Energy Network activity programme and driving forward work streams.
b. Completing pre-feasibility and feasibility activities.
c. Progressing Heat Network Investment Programme (HNIP) and other funding applications.
d. Assigning tasks, objectives and targets to project delivery team members and monitor and review their progress.
e. Liaising with internal and external stakeholders to progress design and pre-construction activities, and oversee construction and operational contracts from a technical capacity.
f. Conducting periodic site visits to existing District Energy Centres to ensure they are being maintained as stated in the O&M contract.
g. Monitoring existing District Energy Network to ensure optimal performance and liaise with connections to ensure maximum heat take.
h. Working with expert consultants to make recommendations to improve operations of existing District Energy Networks through a range of technical approaches including hydraulic and thermal optimisation, facilitating new connections and preparing for low carbon energy / heat sources to be integrated.
i. Dealing with technical correspondence with third party connections, councillors, residents, local businesses, other council officers, suppliers, contractors and other public sector agencies related to the Council's District Energy Network.
j. Preparing reports, statistics and other information as required, including annual reports on the carbon intensity of the network. Researching how the Council's heat network will achieve net zero carbon.
k. Any other technical input and support required for achieving the strategic objectives of the Council’s District Energy Network plans.
This role would be ideally suited to a individual who has experience, interest and knowledge in District Energy Network and District Heat Network projects and who can oversee the development and delivery of an exciting and ambitious programme of capital works which will substantially change how Newcastle uses energy and decarbonise large parts of the city’s heating.
You will be reporting to a Senior Project Manager, and working with other members of the Major Projects team, the Climate Change team, the Policy team, and other internal departments as well as partners across the city.
