The Economy and Regeneration service sits within the Regeneration, Economy and Commercial Directorate of the Council. The Service has 47 staff whose core purpose is to deliver the Council’s priority of Economic Growth. This includes influencing national and regional policy and co-ordinating and driving forward the delivery and management of regeneration and economic growth projects. It also includes the acquisition and management of external funding, including Borderlands Growth Deal, North of Tyne Combined Authority Investment Funding, European Structural Funds and Central Government Initiatives.
The Service is looking to recruit an experienced Senior Regeneration Investment External Funding Officer. The post will sit in the new Regeneration Programmes Investment Team, whose main responsibility is to maximise the effective utilisation of investment and external funding to facilitate the delivery of the Council’s regeneration pipeline of programmes and projects.
Reporting directly to the Regeneration Investment Funding Manager, you will contribute to the external funding advice function to support the Council and External organisations to maximise the value of external funds secured.
The Regeneration Programmes Investment Team is looking for an experienced Senior Regeneration Investment External Funding Officer to become part of the team, able to research, co-ordinate and support the development of funding bids/business cases to secure external resources to enable the delivery of strategically important projects.
This is a fixed term position for 2 years.
On behalf of the Council, the role will require you to:
Horizon scan external funding opportunities and advise services on funding opportunities available.
Research funding programmes and work with project teams/services to identify potential funding sources that could be aligned to corporate priorities/projects, including identifying and prioritising funding opportunities.
Analyse regional and national objectives and interpret legislation and funding guidance.
Provide professional advice to senior managers and project leads on appropriate funding sources. Forward plan with services to position the Council as near to ‘bid ready’ as possible for anticipated external funding opportunities.
Gather relevant information from Council departments, external partners and other sources, to support funding bids.
Act as critical friend and reviewer of bids written by service specialists.

The successful candidate will:
- Demonstrate experience in the development of external funding bids for projects/programmes related to regeneration initiatives.
- Possess experience in developing HMT Green Book business cases for funding
- Evidence strong analytical skills including data collection and interpretation in a regeneration context.
- Be experienced in working with internal and external stakeholders in developing and delivering a wide range of external funding engagement activity and building productive partnerships.
- Be experienced in making presentations at public meetings, committee meetings and stakeholder groups.
- Be confident in drafting briefs, managing contracts and commissioning consultants.
- Possess high levels of energy, focus and resilience, and an ability to deliver at pace, often meeting tight deadlines.
-You will possess good interpersonal skills with the ability to work as part of a team, guide non-specialists and negotiate with partners and funding organisations.
The ability to converse at ease with Partners and provide advice in accurate spoken and written English is essential for the post.
