The Transactional Financial Service provides a number of key front-line council functions to residents and businesses throughout the County. There are currently in the region of 250,000 council tax households; 16,000 business rate payers; and 7,000 adult social care charge paying clients supported by the service. Many of the clients supported are vulnerable.

There are currently three vacancies within the Payments, Income and Support Team, two of the posts are permanent working in the Enforcement & Insolvency and Payments and Expenditure teams. The temporary post will work in the Debtors and Collection Team and is temporary until approximately 31st March 2022.

It should be noted that all Senior Officers working in Payments Income and Support work to a generic job description and in fulfilling your role and responsibilities, you could ultimately be appointed to any of the fourteen Senior Officer posts in the structure.

The post holders will report to a Payments, Income & Support Team Leader and will:

> Provide support and assist the Team Leader in the day-to-day management and development of the Payments Income and Support Team, in accordance with Council Policies and Financial Regulations and assist in the forward planning and co-ordination of all tasks.

> Supervise the day-to-day operation of a team within the Payments Income and Support Team to ensure the duties of the team are carried out fully, accurately, within timetables and system requirements, and report thereon.

> Support and assist the Team Leader in developing and maintaining a robust performance management framework within the section focussing on key performance indicators and monitoring / reporting on the performance measures in order to continually improve the service.

> Provide a quality safe and cost-effective service to customers. Managing staff in dealing with customers at both a first line contact providing a prompt and efficient handling of any queries or problems and at a secondary level with more complex and contentious issues.

> Support and assist the Team Leader in maintaining professional and operational standards, and responsible for ensuring adequate staff supervision, identifying training needs and the development of staff, in accordance with the Corporate Performance and Development Review Scheme.

> The successful candidate must have experience of dealing with members of the public in a caring, responsive manner and operating online computer systems.

> You must have substantial experience of managing, in a Revenues and/or Benefits or Financial Services/Support environment. You will require a detailed knowledge to Revenues and Benefits and/or financial management regulations and legislation, be highly numerate, able to think laterally and solve problems. Senior Officer Posts are diverse roles and you will be required to work under pressure to prescribed deadlines and able to respond to changing priorities.

This post is based at Green Lane Council Offices, Spennymoor when working in the office. However, it should be noted that the job role will require flexibility in balancing attending the office as required to meet the needs of the business e.g., training, mentoring, service delivery commitments with being able to regularly work from home.
