1 full time permanent post and 1 full time fixed term (2 year post)

Salary: Band 1 inclusive of market supplement £75,914 to £87,754 (pro rata for part-time)

An exciting opportunity has arisen to join a forward thinking public health team in County Durham.

We are appointing a full time equivalent post (available as full time/part time/job share) for a Consultant in Public Health or Consultant in Public Health Medicine. Also a fixed term post is available until approximately December 2022.

County Durham is the largest local authority in the North East and these are senior appointments within the Council with postholders being responsible for delivering the Council’s statutory duties as well as shaping and commissioning significant strategic programmes across the life course.

Post holders will be expected to demonstrate strong leadership and change management skills, working with partners at a senior level across the health and social care system and with a real sense of drive to make a difference to local residents.

The post holder will be expected to support the improvement of health outcomes in Durham, including the development and delivery of the Public Health Vision and Strategic Plan for Durham County Council and the priorities in the Joint Health and Wellbeing Strategy.

The public health team is under review to improve its alignment with emerging public health priorities in relation to health protection and across the life course. This appointment therefore provides an excellent opportunity for successful candidates to shape the development of new programmes of work with local partners.

If you would like an informal discussion about any of these posts, please contact: Amanda Healy, Director of Public Health via email at Amanda.Healy@durham.gov.uk.

Required Qualifications: Applicants will be expected to be included in the GMC Specialist Register/GDC Specialist List/UK Public Health Register (UKPHR) for Public Health Specialists.

Interviews will be held remotely via Microsoft Teams. If you are successful at shortlisting you will be notified via North East Jobs of the date and time of your interview. A separate invite will be sent via Microsoft Teams.

In line with the County Council's Recruitment and Selection Policy, please note that we are unable to accept CVs. Any information provided on CVs will not be considered for short-listing purposes.

Important Information for Members of the Local Government Pension Scheme:-

HM Revenue and Customs impose two controls on the amount of pension savings you can make without having to pay extra tax. These controls are known as the Annual Allowance and Lifetime Allowance. The Annual Allowance is the amount by which the value of your pension benefits may increase in any one year without you having to pay a tax charge. You are most likely to be affected by the Annual Allowance if you receive a significant pay increase, and/or you are a high earner. More information about the Annual Allowance can be found at the following link https://www.lgpsmember.org/docs/LGPS%20factsheet_AA.pdf.

The Lifetime Allowance is the total value of all pension benefits you can have without triggering an excess benefits tax charge, and is calculated by multiplying your annual pension by 20 and adding any lump sum you take from the pension scheme. If the value of your pension benefits when you draw them is more than the Lifetime Allowance, or more than any protections you may have, you will have to pay tax on the excess benefits. Since 2016/17 the Lifetime Allowance has been set at £1 million, increasing each year in line with inflation. More information about the Lifetime Allowance can be found at the following link https://lgpsmember.org/docs/LGPS%20factsheet_LTA.pdf.

If you are successful in your application for this post and wish to find out more about these controls, please contact the Pension Section at pensions@durham.gov.uk.’
