2025 will see the bi-centenary of the Stockton and Darlington Railway, the first passenger railway in the world to use steam locomotives. As part of an extensive programme of events and projects, permanent walking and cycling routes are to be developed to follow the 26 miles of the historic route.

A uniquely exciting and challenging opportunity has arisen within the Council’s Access and Rights of Way Team for the position of Walking and Cycling Route Development Officer, working across local authority boundaries to turn the existing route audit and options report into an attractive and usable route on the ground by 2025.

If you have a background in public rights of way, are a good communicator with a proven track record in negotiating and implementing access, solving problems and dealing with people, this may be the ideal opportunity for you. You’ll make full use of your skills as you work with landowners and land managers, relevant officers at Durham County Council, Darlington Borough Council, Stockton Borough Council and the Tees Valley Combined Authority, the Friends of the Stockton and Darlington Railway and other stakeholders. This is very much a partnership initiative which will require close liaison with many organisations and individuals.

You’ll take the lead in negotiating the creation of new Public Bridleways, Footpaths and cycle paths, and improving existing routes, in both rural and urban settings. You will help to secure funding for projects, design and manage the necessary contracts to build and upgrade the routes and promote and advise on access matters within the Stockton and Darlington Railway Heritage Action Zone.

You’ll have a relevant qualification and experience and have a confident, diplomatic and persuasive personality to negotiate with, present to and influence a range of different people. You’ll also need to be a quick learner. This role demands good communication skills, self-motivation and flexibility. By joining our busy and dedicated team, you will play a key role in making sure the bi-centenary is a great success, and leaves a lasting public legacy.

The successful candidate will be based in the Access and Rights of Way Team, currently working mainly from home but normally based at County Hall in Durham, but will be working across the three authorities and able to work from a number of locations as required.

Applications are invited for the above posts from suitably qualified persons, with a minimum of degree or equivalent in an environmental discipline, and significant experience of developing access and rights of way projects. Training and support will be provided, though previous experience of public rights of way and recreational access work is essential.

Good written and oral communication skills are essential requirements, as are ICT skills, familiarity with the use of maps and access to transport. The post is suitable for job share.

Required Qualifications: Degree (or equivalent) in an environmental discipline, or appropriate relevant experience as detailed below
