Durham Advance is a new £2.5m programme funded through ESF Priority 1.1 – Access to Employment for Jobseekers & inactive People. The aim is to support unemployed and inactive residents with health conditions, with an additional focus on unemployed and inactive residents aged 50+ who have health conditions and/or other barriers preventing them from entering the labour market. Delivery of the programme will be from October 2018 to April 2021 with a target to support 1491 participants and help 458 participants into employment or training.

The programme will have x3 Area Teams covering the whole of County Durham who will work with people to provide wraparound support including information, advice & guidance at every stage of their journey with the ultimate aim of finding them jobs they can do and want to do. Durham Advance will deliver and support a range of innovative, flexible activities that will be tailored towards the needs of individuals depending on their distance from the labour market and the nature or severity of their health condition. The project will deliver provision to clients who are the most disadvantaged and/or have the most complex needs and therefore the medium to long-terms results/impacts are demonstrable.

The model will involve multi-agency working and will provide access to the expertise of a range of professionals within DCC to ensure that the holistic needs of the clients can be addressed. The health related conditions are highlighted as a specific criteria as part of this project and as such the County Durham Wellbeing for Life Service has been identified as a strategic partner in terms of delivery and supporting provision. The Well-being for Life programme can provide various health related interventions including:

A comprehensive range of delivery locations will be used which to ensure full countywide coverage for the project including local authority Customer Access Points, Public Libraries and Leisure Centres which will ensure ease of access for participants. For clients in rural settlements, a range of assessed community buildings will be utilised.

The proposed structure details Employment Assistant’s positions that will work alongside the Employment & Development Advisers and assist local residents, who have been identified as requiring additional support, to enable them to progress and remain in learning and/or employment.
