The Homelessness Reduction Act 2017, giving local authorities and other public authorities new statutory duties around homelessness. The Act is also an opportunity to build on our approach to supporting residents to have the foundations for a stable life – somewhere to live, an income, financial inclusion and employment opportunities.

To help us to deliver the requirements of the Homelessness Reduction Act 2017 we are recruiting for a Team Leader within the Housing Options team. This is an exciting opportunity to be part of building on our approach and to work in a forward thinking local authority.

The role of the Housing Options Team Leader is to interview, assess and identify prevention options for people while working collaboratively with housing and homelessness services, prisons, drug treatment agencies and other relevant partners.

This role can be demanding but rewarding, providing a real opportunity to help people in need access the services they require. As well as frontline interviewing you will be required to participate in the out of hours emergency service. This involves being on call on a rota basis to work outside of normal working hours, including evenings and weekends.

A key part of this role is to:

1.To assist the Environmental Health and Housing Options Manager in the management and direction of the Housing Options Team.
2.To manage and oversee the provision of an efficient and effective housing options service.
3.To monitor and manage the provision of services provided to the council by partners.
4.To work with partners to commission and develop homeless prevention services with particular reference to the Homeless Reduction Act 2017.
5.To assess and analyse local housing need as required.
6.To oversee and implement the Discretionary Housing Payment Policy.

You will need to have a good understanding of the issues surrounding homelessness and its prevention, along with IT and case recording skills. As important is the ability to solve problems within the context of the Council’s policies and legal duties, manage a caseload and meet deadlines as well as being able to work on your own initiative and as part of the team. As well as this the successful candidate will need to be able to negotiate and communicate empathetically with people whilst being sensitive to different life experiences.

For those shortlisted for interview there will be a test to enable you to demonstrate your abilities and knowledge of homelessness legislation and the prevention agenda.

For an informal discussion please contact Stuart Wears, Environmental Health and Housing Options Manager, on 01748 900901.
