About the Team
The Government Debt Management Function (GDMF) was established in 2017 to provide functional leadership at the centre of government, with the right technical expertise. We are a small team of 15, who support c8000 people that work on debt management across the central government. We engage across 23 Ministerial departments and their ALBs and are extending our reach to support local authorities.
Our vision is to build Fair Debt Outcomes for All. This ensures fairness to taxpayers and those that do pay on time, by taking a proportionate response to those that do not.

The Function builds and delivers products, services and policies that focus on getting people out of debt, not debt out of people.
The Vision of the GDMF’s Capability Team is to ensure Debt Management Professionals across government are supported in developing their specialist knowledge, and that every Civil Servant has access to the Debt Management knowledge they need to do their jobs effectively.

About the Job
Key Responsibilities:
  • Own the development of learning programs for both debt management professionals and non-specialists.
  • Design, quality assure and produce learning material and related resources in a variety of media to departmental standards. Applying appropriate adult learning theory and practice, knowledge management, IT capability, and blended learning expertise.
  • Collaborate within the team and the organisation to share knowledge, functionality, and design to effectively build quality learning solutions.
  • Draft detailed design documents, including measurable and business-focused learning objectives, appropriate content, and evaluation interventions. Conducting in-depth research, where required and working with technical experts where appropriate.
  • Support planning, risk management (including scoping and handling mitigation) and reporting requirements for learning design and development.
  • Design and deliver learning in-house and lead commercial aspects such as outsourcing to third parties and collaborating with trade bodies.
  • Liaise with colleagues on skills assessment tools, career frameworks, and professional standards.
About You
We are seeking a Learning Designer who is passionate about crafting outstanding learning products that are accessible and innovative. This role offers the opportunity to gain central government experience and develop programme leadership skills.

You will need to have experience developing training programs, designing, and developing learning products, and be able to work collaboratively with external and internal partners.
