The post on offer is based at the centre of the council in the Resources Directorate which has key responsibility for managing the Council’s money and people as well as ensuring that democratic decisions are well informed and legally sound.

The Council is looking to improve its support arrangements around not only for Redcar & Cleveland’s two PFI contracts, one covering an administration building PFI contract covering 3 buildings and the other covering 5 schools but also provide day-to-day management and administration on a 3rd PFI contract in partnership with Darlington Borough Council covering 4 schools over 2 sites. As such we are looking to recruit an energetic, creative and experienced PFI Contract Monitoring Officer who will be instrumental in providing support across these PFI Contracts.

You will have excellent communications skills, as well as being experienced in PFI Management and will need to have experience in working within performance management frameworks to improve performance standards. Whilst Local Government and / or public sector expertise is desirable, the right candidate may also come from the private sector.
The role will be expected to also:
• Support the PFI Contract Manager in managing the Councils PFI Contracts ensuring that the PFI contractors meet their contractual obligations in the maintenance and improvement of the properties that they manage and maintain on behalf the Councils.

• Provide technical support to the management of the contracts, recommending actions for change and opportunities to improve contract performance ensuring that the properties are used effectively and efficiently.

• On an ongoing basis to monitor and analyse performance information produced by the contracts, the SPV/SPCs and FM Contractors. This should also include quality audits undertaken on a regular basis, i.e. monthly, to ensure the data from Helpdesks etc is timely, accurate, up to date and relevant

• Undertake regular inspections of the properties and complete audits of contractor information including Helpdesk data to ensure that contractor information is accurate and complies with contract performance.

• Be responsible for ensuring that the processing of information and data for the contracts including contract payments and invoice processing on behalf of the Councils is undertaken in a timely manner.
