We are looking for an officer to join our Inclusion, Procurement and Commissioning Division to support developing our understanding of the causes of rough sleeping and the effectiveness of our responses to ending rough sleeping.
We know that the causes of rough sleeping are complex and that single service offers are unlikely to work. Therefore, we are looking for someone who can develop a collaborative learning framework that builds understanding and consensus about what works. This will include our existing directly delivered and commissioned services and our Government funded payment by results rough sleeping response.
Newcastle has done relatively well in meeting vulnerable resident’s accommodation needs, however, the underlying issues that lead to people sleeping rough often relate to mental health and addiction problems. If we are to meet our ambition to end rough sleeping by 2022 we will need to evidence the social and economic case for aligning public funding to better respond to the causes of rough sleeping.
The successful candidate will help us to better understand the impact of financial incentives on service delivery and provide cost benefit analysis of our current funding of responses to rough sleeping and develop cross cutting working arrangements that better align resources to need.
The successful candidate will be analytical and be able to demonstrate an understanding of how to use evidence to inform service and system change. This post will work directly with the Council’s Commissioner for Inclusion to inform future commissioning and partnership approaches to achieve our ambition to end rough sleeping in Newcastle.
