Further Information

We are an ambitious council keen to build on our strong track record of innovation and partnership working, ensuring that we create a flourishing future for the borough and all of its residents. Key to this is a committed workforce who always gives their best. Offering a fast paced, progressive working environment, Redcar and Cleveland Borough Council is a great career move.”

We have many reasons to be proud of our existing services for children, young people and their families in Redcar and Cleveland.
We have a passionate workforce who are committed to supporting children and young people to feel safe, healthy, happy and ready to learn and achieve. We respect everyone as equally valued members of our community by listening to their views and using their opinions to help shape our services.

Are you the right person to help us to develop a brighter future for our children?

If you share the ethos of Redcar and Cleveland’s Children and Families Directorate, this could be the opportunity you are looking for.

Our aspiration is to give the children and young people within the South Tees region the best possible start in life and, although we are proud of our journey so far, we recognise there is always more to do. We are looking for applicants with a proven track record in delivering change across professional boundaries, utilising strong leadership and motivational management skills.

Redcar & Cleveland Borough Council, together with Middlesbrough Council, Cleveland Police and the Clinical Commissioning Group are currently developing a Multi-Agency Children’s Hub.

Together the partners are seeking to recruit a Service Manager who is the best in their field and driven by delivering the best possible services through innovative and creative thinking. This pivotal role puts you at the heart of the continuous improvement journey for the safeguarding of children and young people.

Working strategically as part of a wider management team to design and implement service changes and improvement, you will have opportunities to help shape the service to ensure children are protected; you will be accountable for the development and delivery of a complex range of key services in line with policy, best practice, professional standards and legislation, ensuring children are always at the centre of our practices.

You will lead and manage a diverse team which will provide the ‘front door’ services (which include safeguarding and early help) on behalf of both Redcar & Cleveland and Middlesbrough and you will provide strategic direction for all partners; reporting regular progress to the Board.

As the successful candidate you will be educated to degree level and have substantial experience of multi-agency working in the delivery of services to children and families, along with a successful background of consistent achievement at a management level in a Local Authority or other large complex organisation. You will have significant experience of project management and/or service management and proven experience of planning and developing services that have delivered high quality outcomes for children and families.

The post offers a competitive salary and employee benefits including Local Government Pension Scheme, employee discounts and flexible working. We will provide you with a comprehensive induction programme, dedicated supervision and a range of great CPD opportunities as well as further management development.

This is an exciting opportunity for someone with experience of Children’s Services, especially Safeguarding and Early Help 'front door', to develop an innovative service based on best practice.

If you have any queries in relation to this post or working for Redcar & Cleveland Borough Council please contact Linda Bulmer, Assistant Director, Children and Families on 01642 771751.

The council is an accredited Investors in People employer at gold level and holds ambassador status for the North East Better Health at Work Award.

We offer very attractive terms and conditions of employment, including generous annual leave entitlement, flexible working hours (where appropriate), membership of the Local Government Pension Scheme and access to numerous other salary sacrifice schemes and staff benefits/discounts, including a lease car scheme.

The authority is committed to safeguarding and promoting the welfare of children/young people and vulnerable adults. We expect all staff and volunteers to share this commitment and an enhanced disclosure & barring service check (DBS) will be sought.

This post is subject to the Baseline Personnel Security Standard (BPSS) clearances to ensure the Council is compliant with the Government’s requirements for Public Sector Network (PSN) Compliance. The criteria for a BPSS clearance includes applicants being required to satisfy the following the eligibility conditions of nationality/right to work and providing appropriate documentation to enable the Council to verify the identity of the applicant, their employment and/or academic history, and passing a criminal record (unspent convictions) check.
