The post on offer is based at the centre of the council in the Resources Directorate which has key responsibility for managing the Council’s money and people as well as ensuring that democratic decisions are well informed and legally sound.

The Council is looking to fundamentally change the way we deliver our IT Service and reshape the way the service impacts not only on the delivery of the Council’s business but also how it can help to radically improve the economy, efficiency and effectiveness of all our IT-supported business processes, as well of the IT Team itself. As such we are looking to recruit energetic, creative and experienced Strategic Change Manager who will be instrumental in leading and delivering this new service.

You will have excellent leadership skills, as well as being experienced in people and budget management in managing the relevant IT services from a similar business background. Whilst Local Government and / or public sector expertise is desirable, the right candidate may also come from the private sector.

You will lead the Helpdesk & Systems Support and Business Change Teams in providing 1st Line Support, managing the Council’s ICT Estate, programme management and reporting on agreed IT Projects, coordination of the ICT Service’s Project and Change Control Process’, performance management and requested information/support relating FoI’s and external inspections. To also take a lead role in supporting the IT Strategic Manager in reviewing, updating and implementing the Council’s IT Strategy, Disaster Recovery and Business Continuity Plans.

Within your role you will also be expected to:
• To provide team leadership and operational management of their relevant team and to contribute to the overall management of the IT Service, supporting the Strategic IT Manager.
• To lead their team in the delivery of the relevant parts of the Council’s IT Strategy, and IT workplan, in-time, on-time, first-time including managing the use of revenue and capital funding allocated to their service area and identify emerging pressures and issues where/if appropriate.
• Ensure effective management of their teams, ensuring that staff are clear on their duties, how each of its jobs and roles links back to the IT Strategy, whilst ensuring that their staff are appropriately skilled and trained. This to include performance monitoring, one-to-ones, appraisals, skill tests and training evaluations and record evidence of this activity.
• To have explicit knowledge of Information Governance and Data Protection and other relevant policies and procedures with particular regard to ensuring continued compliance with Government Connects compliance and maintain the security of the Council’s networks, hardware and software ensuring appropriate Disaster Recovery and Business Continuity arrangements are in place.
• To take a lead role as a senior IT advisor, sitting one of the identified Directorate Management Teams to translate that DMT’s service provision into a set of IT deliverables helping to aid high quality, cost effective service outcomes.
