This post is based at the centre of the council in the Resources Directorate which has key responsibility for managing the council’s money and people as well as ensuring that democratic decisions are well informed and legally sound.

An exciting opportunity has arisen within our Resources Directorate for a Strategic Contracts Manager. This a new post which will play a key role in delivering savings and ensuring that we achieve maximum value for money across the organisation when awarding and managing contracts.

The successful candidate will undertake an initial review to identify potential savings from high value contracts where significant reductions might be most effectively achieved and take the lead role in implementing a strategic approach to contract management across the authority. This will involve a review of contracting and contract management arrangements generally, forming proposals for implementation which will ensure that appropriate commercial and performance management, contract process management (including risk management), supplier relationship management and governance is in place and applied over the life of all contracts.

The role will include working collaboratively across the whole Council, the Procurement Team and/or other specialist services as necessary, assisting with the development of, and utilising, best practice arrangements for the development and on-going maintenance of the strategic relationships between the Council and the Contractors and/or Sub-contractors as appropriate and that robust performance management is in place across the Council and applied over the life of relevant contracts.

We are looking for candidates with extensive experience in contract management who can also demonstrate negotiation skills at the highest level, with the capability to implement best practice in terms of the Council’s approach to managing its relationship with a wide range of contractors and sub-contractors.
