An exciting opportunity has arisen to join the team as a Technical Analyst to cover a maternity period for the current post holder of at least 12 months.

The Performance Management & Information Team is responsible for a wide range of services across the Children, Adults and Families including monitoring the performance of services, producing business intelligence data, information and statistics to inform decision making, carrying out research projects and development of information systems to ensure accurate and effective recording of data.

Reporting to the Principal Management Information Officer (Systems) the role will lead the technical deployment of tools and identify processes for the extraction, manipulation and reporting of data to allow the development of detailed business intelligence frameworks. The role will work across the Group and service areas to ensure appropriate technologies are deployed to allow staff at all levels to access data and information that is meaningful and readily accessible, through the development of self-service reporting. The role will also be the main technical officer for the migration of data from old to new IT systems.

The successful applicant should have knowledge of current developments in data reporting software and Business Intelligence Tools, and how they can be applied in the public sector. They should be familiar with data retrieval, manipulation and reporting methodologies from multiple IT systems along with customer focussed service improvement.

It is essential you are highly proficient in use of structured Query Languages (such as Oracle/SQL Server) and Visual Basic for Applications (VBA) queries to extract, manipulate, format and present data, as well as in the use of reporting platforms and software including Microsoft Excel, Business Objects and SQL Developer or other equivalent tools.

You must have experience of developing complex data extraction reports from scratch, using a range of appropriate tools and techniques and successfully challenging and improving existing data extraction and reporting process and information systems. This should include developing data reporting tools that can support and provide challenge in a diplomatic manner enabling change across the organisation and with partner agencies.

You will work with services to deliver and implement service improvement linked to accessibility of data and information, therefor you should have excellent analytical skills including the ability to manipulate complex data from multiple sources to identify trends, opportunities and areas for improvement. Experience of relevant business analysis and process redesign techniques and methodologies or relevant experience within a local government setting is essential also.

You should have experience in developing technical solutions to meet statutory responsibilities for data reporting and have provided product support including testing and planning for any upgrades for business intelligence tools.

You should be educated to a higher education qualification level in a subject with a high IT or statistical content or have significant relevant experience.

Knowledge of local authority adults and children’s services is desirable but not essential.
