This gives us access to newly devolved powers and resources from Central Government, to drive forward an ambitious agenda that can increase economic growth and prosperity across the region.
The Tees Valley covers five local authorities – Darlington, Hartlepool, Middlesbrough, Stockton and Redcar & Cleveland – with a combined population of 660,000.
The Authority incorporates the highly successful Tees Valley Local Enterprise Partnership, and sustains strong links with the local business community and other partners. Together, we aim to create 25,000 jobs and £2.8bn extra growth by 2026.
This is an exciting opportunity to join the Combined Authority team.
With new responsibilities, we are taking a more active role in delivering large and complex projects. We are working with multiple partners, government agencies, our local council partners and the private sector to secure funding for our highest priority projects. Our devolution settlement allows us to take a long-term view, using new funding powers and strong commercial relationships.
These posts will provide a comprehensive range of project management support for the development and delivery of major projects in the Authority’s £½ billion investment programme, or on projects funded by central government where the Combined Authority is leading delivery or where Local Authorities are funding their own projects. Combined Authority Project Managers will be deployed where, with the support of our partners, we are best placed to directly take the lead in project delivery.
Typically, Combined Authority Project Managers will be accountable to a partnership board, and take personal responsibility for delivery. They will be supported as part of the wider Combined Authority team, able to draw on a wide range of expertise. By bringing together a range of individual projects, Project Managers will work flexibly across a portfolio of projects.
They will deploy expertise in specific areas (such as transport, energy and heritage), but build up experience across a wide range of major projects. Sometimes a project will be large enough to require full-time focus over a prolonged period, while in other cases a Project Manager will work on multiple projects within a common area of expertise.
We are anticipating that we will appoint 3 Project Managers, but this number may increase depending on how certain projects progress in the next few weeks.
You will have demonstrable experience of managing all aspects of the development and delivery of specific projects from inception, through planning, procurement, delivery and into post-contract monitoring. We are investing in a wide range of projects but particularly require expertise in the management and delivery of projects in the following areas:-
- Energy. We are developing projects of national-significance on industrial de-carbonisation, the UK’s most significant Carbon Capture, Utilisation and Storage project, a major district heating scheme for Middlesbrough, and projects to exploit our advantage as the UK’s largest producer of Hydrogen.
- Transport. We are developing projects to transform our local transport infrastructure, including the renovation and expansion of stations (including major project to improve Middlesbrough and Darlington Stations), and major road projects including a new Tees Crossing and Darlington bypass.
- Culture and Heritage and town centre revival. We are supporting a range of significant investments in our cultural and heritage assets, including a major investment in the heritage of the world’s first passenger railway between Stockton and Darlington. We are also supporting projects that will deliver significant improvements to our local town centres and High Streets.
Strong partnership working is absolutely key to the delivery of all the Authority’s projects, so you will have a proven track record of establishing successful working relationships with a range of key stakeholders across public and private sectors.
