FINANCE MANAGER

Salary Range £24,491 - £43,857 (pay award from 1 April 2021 pending). Starting salary will depend upon qualifications held and length of experience. For a fully qualified accountant the starting salary will be £40,876.

Full time (37 hours per week) / hybrid working / great benefits

At Spennymoor Town Council we have a unique opportunity for the right person and we’re willing to support you to move into a public sector Finance role if your experience is from another sector and even support you through your accounting qualifications if necessary.

We are inviting applications from two categories of finance professionals:

1. Fully qualified accountants, with or without local government experience. If the successful candidate has this level of qualification and experience, the salary range will be £40,876 - £43,857

2. Part qualified or unqualified professionals with finance experience, with a desire to grow and develop. Again, with or without local government experience. If the successful candidate falls into this category, the initial salary will be a minimum of £24,491. It is anticipated that upon achieving the necessary professional qualifications and gaining the required experience, the successful candidate will move into the higher pay range.

This role forms part of the Senior Management Team and is crucial to the growth of the Town Council. Reporting directly to the Town Clerk, you would be the Responsible Finance Officer and would manage a small team of Finance and Administrative Assistants. Duties include:

• Responsibility for the management of the Councils finances
• Holding the role of 'Responsible Finance Officer'
• Developing and maintaining the necessary range of best practice financial procedures, control systems and support processes to efficiently manage the Council’s resources
• Developing and managing the Council’s risk management framework

A non-negotiable for this role is attendance at a meeting on the first Tuesday evening of every month, plus the flexibility to attend other evening meetings as required.
