South Tyneside Council Waste Services is based in South Shields, Tyne and Wear. The Service is undergoing transformation to deliver an efficient and effective Waste Service for the Borough. You will be part of a new team who will look at delivering improvements to the Service.

You will have experience of working at managerial level within a waste service or transport environment, analysing data in order to recommend efficiencies and solutions for the purposes of continuous improvement. You will be competent in creating and maintaining records and data bases for analysis purposes and have a sound ability to use that information to help drive forward change and improvement.

It is essential that you have managed staff in terms of sickness/absence and that you have experience of managing and implementing staff training plans for a large workforce. You should also be experienced working with FTA information and be able to demonstrate how you have dealt with infringements.

Health and safety is at the forefront of the operation and ideally you will be IOSH qualified, or willing to undertake that qualification, and have experience of writing/reviewing risk assessments and safe systems of work. You will have solid computer skills along with the ability to communicate well with customers and staff. Previous experience of working with in-cab technology would be an advantage.

You will be responsible for delivering a high quality, customer focussed service. You will:

• Regularly monitor all resources to identify opportunities to increase productivity and service standards. To provide technical and innovative solutions to meet the needs of a modern and progressive Waste Service.
• Manage the Service Improvement Officer, overseeing the production of reports and analysis, interpreting information and providing solutions.
• Work with the Waste Collection Operational Team in order to implement necessary improvements across the service.
• Oversee the optimisation via relevant software of rounds and ensure maximum efficiency relating to refuse collection for the service.
• Assist in the monitoring, management and review of Health and Safety in the Section and across all aspects of the service, including maintenance of risk registers and safe systems of work as appropriate to ensure that health and safety and working procedures are within current and anticipated legislation/guidance and promote best industry practice.
• Be responsible for writing and implementing Risk Assessments and Safe Systems of Work, and communicating to the workforce.
• Manage staff and crew absence effectively in order to drive down absence levels, maintaining accurate and up to date records and timely meetings, in line with Council policy and procedures.
• Oversee the Driver Trainer and be accountable for identifying training needs and implementation of training programmes, staff induction etc., and maintain appropriate records.
• Liaise and work with Fleet Services in order to manage the vehicle maintenance programme, identifying issues and working with Fleet to implement solutions.
• Liaise with other Council Services, e.g. Enforcement, Education Officers etc., to give direction on targeted improvements for the Borough.
• Manage office processes and ensure these are adhered to. To regularly carry out audits to check processes are working and implement improvements where necessary.
• Be responsible for managing the FTA in relation to those drivers who infringe the process, and monitoring the information in terms of driver activity.
• Monitor overload data and manage drivers who infringe on this process.
• Monitor driver activities including ensuring daily checks are carried out correctly, as well as other manoeuvres such as reversing. To liaise with Waste Collection Service Leaders when action needs to be taken.
• Ensure that driver audits are carried out regarding debrief information such as weights, tipping off times, and fuelling up, ensuring that any discrepancies are fed back to the Waste Collection Service Leaders.
