Further Information
This is Redcar and Cleveland. We are an ambitious council keen to build on our strong track record of innovation and partnership working, ensuring that we create a flourishing future for the borough and all of its residents. Key to this is a committed workforce who always gives their best. Offering a fast paced, progressive working environment, Redcar and Cleveland Borough Council is a great career move.

The Adults & Communities Directorate, consists of three strands, Adult Social Care, Community Development, and Public Health. Our aims are to continue to provide essential and highly valued services and to build capacity to enable local communities to make lasting change, improve quality of life, prosperity and the environment. As a directorate we lead on developing a culture of co-operation and co-production, respecting and nurturing the skills and talents of local people and enabling them to fulfil their potential.

An exciting opportunity has arisen for an Environmental Health Officer to join River Tees Port Health Authority (RTPHA). RTPHA represents the four riparian authorities of Redcar and Cleveland Borough Council, Stockton-on-Tees Borough Council, Middlesbrough Borough Council and Hartlepool Borough Council.

The Port Health service is managed by Redcar and Cleveland Council and sits within the Environmental Health (Commercial) Team. The team is primarily responsible for the enforcement of food and health and safety laws alongside the delivery of port health services.

The role of Port Health is to ensure that food and feed entering the UK through Tees Port has been legally imported and complies with relevant food and feed laws, that conditions on ships entering the port comply with the International Health Regulations 2005, and to effectively manage the risk to health from communicable diseases. Tees Port also has a number of food premises and Part B processes within its jurisdiction. The port is a Border Control Post for all commodities except Product of Animal Origin. Following the UK’s exit from the EU and the new import requirements due to be implemented from 1st January 2021, we are working with the port operator and Defra to be approved for the import of Products of Animal Origin (POAO). This will see the expansion of the team over the next few months.

We are committed to providing quality services to people, who live, work and visit the Tees Valley and support the development of a fair and equitable trading environment that protects the interests of consumers and businesses alike.

The successful candidate will be expected to carry out a variety of duties. These will include ship sanitation inspections, imported food and feed control, food hygiene and standards inspections, the sampling of food, water and environment, as well as project work, investigating complaints, infectious disease control, responding to requests for advice and providing guidance and support to shipping agents, importers, and other relevant agencies.

You should ideally have an Environmental Health Degree/Diploma and EHRB Registration, however a student in their final year of University or who has an appropriate degree/diploma and is working towards their professional qualification would also be considered. You should ideally have experience in ship sanitation inspections, imported food and feed controls, food hygiene enforcement and environmental permitting and believe that you can make a valued contribution to the Port Health service. You must be able to work effectively as part of a team and prioritise and manage personal workloads. Due to the nature of the post and the port operating 24/7, you will be required to work occasional evenings and weekends as the workload demands.

As the Port Health service sits within the Environmental Health (Commercial) team, there will be opportunities to gain further experience and carry out additional duties as per service demands.

For an informal discussion regarding this post please contact Sue Ziolkowski on 07909 906275.

The council holds ambassador status for the North East Better Health at Work Award.

We offer very attractive terms and conditions of employment, including generous annual leave entitlement, flexible working hours (where appropriate), membership of the Local Government Pension Scheme and access to numerous other salary sacrifice schemes and staff benefits/discounts, including a lease car scheme.

In the absence of any exceptional circumstances which render it necessary in the best interests of the Council to do so, the Council will generally not reengage any individual whom has previously been employed by the Council and left that employment with the benefit of a severance, early retirement or redundancy payment under voluntary arrangements. This principle will apply whether such re-engagement is to be under a contract of employment, contract of services or otherwise.
