Northumberland County Council is seeking engineers with recent extensive and demonstrable experience and knowledge of the Design Manual for Roads and Bridges and experience in the Highways Act 1980 Section 38 and 278 processes, including technical approval of detailed engineering designs and site inspections.     You will assist in the delivery of the Highways Development Management process on behalf of the Highway Authority and ensure seamless handling through the planning/development process from scheme inception through to completion on site.    You will monitor and co-ordinate completion of Agreement documentation and liaise with developers, their agents and other Departments of the Council as necessary in order to facilitate and co-ordinate the delivery through to completion and adoption of works.    You will monitor budgets for individual Section 38, 59 and 278 highway improvements schemes, being accountable for expenditure against allocated budgets. 
 
HNC or equivalent is required as well as extensive knowledge of professional theory, practice and procedures associated with Planning and Highways Development Management.
