The Role

The Inclusive Economy Curriculum Lead will have responsibility for a team of employment and skills trainers delivering training and learning opportunities that enables the participants of NCC employment programmes to move closer to full and sustainable employment. Working across Northumberland you will contribute positively, consistently and effectively to the ongoing development of the curriculum in all the service’s campuses to meet local resident and employer needs. You will have responsibility for all aspects of delivery, quality assurance, performance, financial outcomes along with health and safety and safeguarding of staff and learners. You will be based within the Employability team and you will work closely with the services employability and curriculum managers, programme staff and with other council services.

It is essential that you are able to build and maintain key relationships with partners and will actively develop partnerships with employers and key stakeholders, working collaboratively to create learning opportunities for local people, aligned to local labour market information. To ensure that the opportunities that you create are helping local people to progress or move towards work, you will robustly monitor and track destinations to ensure that learners are moving into work or continuing learning to support them into sustainable opportunities.

It is essential that you have a good knowledge of the Northumberland and North of Tyne labour markets, along with an understanding of the barriers that people face accessing employment, especially post-pandemic. You should be able to move away from traditional delivery mechanisms where required and utilise, for example, virtual learning and engagement when needed, ensuring that service delivery methods are constantly under review so that participants and learners continue to engage and progress in their learning and skills development programmes. The service uses virtual learning environments (VLE) including Teams for Learning therefore you should have excellent IT skills and have an ability to be creative and reactive in your design and delivery of courses.

Key Responsibilities

Business Development

You will identify skills gaps with local employers and the programme participant base, creating and planning appropriate training packages in conjunction with the service’s curriculum and employment managers. You will identify other employer-led business opportunities when opportunities arise e.g. growth sectors, tailoring short and appropriate courses to support residents towards employment locally and regionally.

Performance Management and delivery

The Inclusive Economy Lead will manage their team to focus on all elements of the customer journey, identifying and overcoming issues or inefficiencies in the process through observation and analysis, ensuring that all performance targets are exceeded. You will utilise management information tools to monitor performance, quality, trends, underperformance and best practice. You will give regular presentations to the curriculum lead and complete robust curriculum and staffing plans and ensure timely reporting of key performance indicators (KPI’s). This will include recording and analysing data for the curriculum area, including financial projections, quality assurance and budget responsibility, which will feed into the service’s self-assessment report (SAR).

People Management, Coaching and Development

You will be responsible for the smooth planning and running of the curriculum delivery in partnership with the services Curriculum and Skills Manager and will manage and mentor new and experienced staff, coaching them when needed. You will recognise good practice and performance, but should be able to manage underperformance supportively and rigorously, acting as a peer mentor ensuring staff excel in their roles. To ensure success we are looking for an experienced leader with a proven track record of staff management and curriculum service delivery who can drive change, motivating staff and learners.

Quality and continuous improvement

The Inclusive Economy Lead will contribute constructively to the overall development of service delivery and will have responsibility for the service area’s SAR and Quality Improvement Plan. You will review and make improvements to continue to enhance productivity, the customer service experience, quality of delivery and learner outcomes. You will be directly responsible for ensuring the quality of teaching and learning within your service area via a robust ongoing observation process ensuring the teams’ strict adherence to quality targets in accordance with employment programme delivery and Learning and Skills Service processes.



Facilities and Finance

You will be responsible for ensuring the financial resources and facilities of your site and curriculum area delivery are maintained in good order and this includes Health and Safety monitoring and completion of risk assessments both for staff and the site including agile working. You will monitor and manage expenditure, contribute to the service’s overall budget and be responsible for forecasting accurate KPI’s, regularly reviewing and reporting on these in line with business and service needs and will have responsibility for financial monitoring and payments within your service area. Using MI data and tools you will review and forecast performance and budget spend, identifying issues and raise concerns where necessary, adhering to NCC financial protocols.
