Further Information
As Programme Manager for the Local Electric Vehicle Infrastructure (LEVI) Fund programme, you will play a central role in planning and delivering the largest Zero Emission Vehicle (ZEV) infrastructure programme in the North East. This will include programme managing the LEVI programme and supporting delivery of the ambitions set out in the Corporate Plan and North East Transport Plan.
You will oversee effective programme governance, risk and issue management, financial and performance monitoring, benefits realisation, appraisal, due diligence and evaluation. You will also prepare and regularly review contract and asset performance reports for infrastructure installed and owned by the Authority.
Working with commercial partners and stakeholders, you will help develop projects from initial concept through to compliant full business case. You will prepare funding bids, negotiate project funding agreements and support the achievement of strong outputs and value for money. You will also lead procurement activity and ensure that contracts are managed effectively.
The role involves building productive relationships with a wide range of regional and national partners, including the seven local authorities, the Office for Zero Emission Vehicles, Northern Powergrid, Nexus and chargepoint operators. You will manage stakeholder expectations, support effective communications and prepare reports for senior decision-making forums, including Cabinet and the Transport Advisory Board.
We are looking for an experienced programme or project professional with a strong track record of delivering complex projects, managing budgets and risks, securing funding, undertaking procurement and maintaining effective stakeholder relationships. You will be highly organised, able to work to challenging deadlines and confident communicating complex information clearly both verbally and in writing. Experience of infrastructure delivery, knowledge of local government and an understanding of commercial models for ZEV infrastructure would be advantageous.
This is an exciting opportunity to help shape and deliver the infrastructure needed to support the transition to cleaner transport and contribute to a more sustainable North East.
We are proud to be an inclusive employer, and we welcome applications from people of all backgrounds, communities and experiences. We particularly encourage applications from candidates who are underrepresented in senior roles, including women, disabled people, LGBTQ+ people and those from Black, Asian and minority ethnic backgrounds.
