Independent Safety Advisor Group (ISAG) - Independent Chair

Allowance: £54 per hour
Closing Date: 12 Noon Friday 19th April 2024
Contract Details: Up to 15 days per year, to be called upon as and when required.
 
Stockton Borough Council has established an Independent Safety Advisory Group (ISAG) to ensure that public events can take place safely and successfully.
 
Through consultation and joint working between the Council and its partners, ISAG aim to standardise the approach to all organised events staged in a public place, on a public highway and on private land open to the public in the Borough of Stockton.
 
Stockton-on-Tees Borough Council is seeking to recruit an additional independent chair as part of a pool of individuals to lead ISAG, ensuring the group works effectively and discharges its responsibilities fairly, effectively and proportionately in providing specialist advice and guidance to event organiser/planners.
 
The successful candidate will be able to demonstrate sufficient expertise and authority to lead the multi-agency group to uphold reasonable standards of public safety at events in the Borough, encouraging the well-being of all residents and visitors at those public events.

 
We are looking for someone who can:
  • Secure a strong and independent voice for the ISAG
  • Provide specialist advice to the Local Authority to help it discharge its functions under public event legislation
  • Provide an overarching role in enhancing safety at public events by providing advice and assistance to event planners, organisers and licensees
  • Provide a forum within which the Council and other agencies can develop a joint approach to crowd safety
  • Promote high levels of safety and welfare at all public events 

We are looking for someone who has:
  • A passion for events
  • A proven track record in leadership
  • A proven track record of having influenced and negotiated successfully across agencies, groups and individuals
  • Sufficient experience of working within the public or emergency services sector at a senior level to command respect within a multi-agency group
  • Experience of chairing complex professional meetings at a senior level
  • Patience and diplomacy to achieve a collaborative approach
  • A relevant academic and/or professional qualification in any discipline represented on Stockton-on-Tees ISAG. 


Please note that the Independent Chair will perform Office Holder duties and IR35 rules apply to this appointment. Payments will be made through payroll and tax and NI deductions will be made at source via PAYE in line with current HMRC guidelines
 
The successful candidate will need to hold professional indemnity insurance of 10 million minimum.
