Shape places. Influence growth. Deliver homes that matter.
This is not a back-office policy role. This is your chance to shape housing delivery across a borough, working at the centre of development, strategy and real-world impact.
We’re looking for a Strategic Housing Officer to join at Grade J or K (depending on experience). Someone who can step into a role that blends partnership, negotiation, insight and influence to deliver the right homes in the right places.
Whether you’re ready to step up or already operating at a strategic level, this is a role where your work will directly influence housing growth, investment and community outcomes.
What you’ll be doing (your day-to-day)
At Grade J (delivery + influence):
- Work with developers, Registered Providers and partners to unlock and enable new housing delivery
- Review planning applications and S106 agreements to shape housing mix and quality
- Support complex negotiations to secure affordable and specialist housing outcomes
- Research housing need and demand, turning insight into practical recommendations
- Contribute to housing strategies, policies and major plans
- Analyse policy, legislation and funding opportunities to drive service improvement
- Help secure investment and external funding
- Produce clear, evidence-based reports that influence decisions
At Grade K (lead + shape + drive):
- Lead high-value negotiations with developers and partners to secure housing outcomes
- Take ownership of strategy and policy development, shaping long-term housing direction
- Lead research programmes and evidence-based planning
- Act as a trusted expert, interpreting policy, market trends and data to guide decisions
- Secure funding and investment, turning opportunities into delivery
- Identify gaps in provision and drive innovative housing solutions
- Support performance, targets and strategic delivery frameworks
- Present to senior stakeholders and influence key decisions
You’ll also, as part of your day-to-day:
- Build strong partnerships, carry out research, and support strategic planning activity that underpins everything we do
What we’re looking for
- You’ll typically hold a relevant degree (or equivalent experience), with appointment level (J or K) based on your skills, experience and capability.
- Strong analytical thinker who can turn data into decisions
- Confident communicator who can influence and negotiate
- Experience in policy, strategy, planning, housing or regeneration
- Someone who wants to make a visible difference
What you’ll get in return
- Salary up to £40,777 (dependent upon meeting the criteria in the job description/person specification)
- Flexibility and agile working with options to work between home and the office
- 27 days annual leave per year rising to 32 with 5 years’ service (plus bank holidays).
- Option to purchase additional leave
- Local Government Pension Scheme (LGPS)
- Access to high street discounts, NHS car lease scheme, Employee Assistance Programme, online GP services, physiotherapy support, continuous learning opportunities and more
