Finance and Transactional Services is seeking to appoint a Strategic Manager for the councils Assessment and Awards team. This senior manager will be responsible for the strategic direction and operational management and administration of the Assessment and Awards Service, including responsibility for Council Tax and Business Rates billing; processing of Housing Benefit, Council Tax Reduction, Discretionary Housing Payments and Welfare Assistance Scheme claims; the Welfare Rights Service; and the Assessment of Financial contributions towards Adult Social care services on behalf of the Council.

The post holder will act as the councils legal Appointee for Property and Financial Affairs Deputy for service users who lack capacity, as defined by the Care and Support (Charging and Assessment of Resources) Regulations 2014.

Strategic responsibilities include the development and implementation of strategies to maximise benefit take-up and promote financial inclusion, including promoting the availability of various discretionary policies linked to council tax and business rates, the Discretionary Housing Benefit Payments Scheme and the Welfare Assistance Scheme.

The post holder will also be required to lead the strategic co-ordination and commissioning of advice and support services, support and develop the Advice in County Durham Partnership.

The successful candidate will have:
• significant experience of providing strategic leadership across a large team within revenue, benefits, financial services or customer service environment
• demonstrable experience of working with and across multi-disciplinary service management teams
• demonstrable experience of working with IT systems and software providers to develop, enhance and improve systems
• demonstrable experience of interpreting complex and changing legislation and developing and implementing corporate policy
• dedicated customer focus

The Lifetime Allowance is the total value of all pension benefits you can have without triggering an excess benefits tax charge, and is calculated by multiplying your annual pension by 20 and adding any lump sum you take from the pension scheme. If the value of your pension benefits when you draw them is more than the Lifetime Allowance, or more than any protections you may have, you will have to pay tax on the excess benefits. Since 2016/17 the Lifetime Allowance has been set at £1 million, increasing each year in line with inflation.
