Further Information
Hartlepool is a vibrant and energetic town with growing prospects. As an authority, we want to make Hartlepool the best it can possibly be and are looking for dedicated, driven and committed people to help us achieve that.

An exciting opportunity has arisen to join Hartlepool Borough Council’s Public Protection Division as an Environmental Health Manager within the Environmental Protection Team.

You will be responsible for the effective management and delivery of the Environmental Protection Team and the Council’s Pest Control Service, ensuring that statutory duties are met, environmental standards are maintained and public health is protected.

You must be able to demonstrate the knowledge, skills and competencies required to undertake the responsibilities of the role. You should have relevant management experience, sound professional judgement and a strong background in environmental health, including regulatory work and enforcement.

You will hold a relevant qualification in Environmental Health to degree standard or equivalent and be a registered Environmental Health Practitioner, holding an EHRB Certificate of Registration.

Experience across a broad range of environmental health functions would be desirable, together with the ability to manage complex casework, lead teams and ensure the effective delivery of services.

You will have formal line management responsibility for the Environmental Protection and Pest Control teams, including responsibility for staff performance, service budgets and the effective management and delivery of services.

Key responsibilities will include overseeing the regulation and inspection of locally permitted industrial processes, responding to planning consultations, monitoring air quality across the borough and ensuring the effective investigation and resolution of environmental protection complaints, service requests and enquiries.

You will ensure that appropriate enforcement action is taken where necessary to address statutory nuisances, secure compliance with relevant legislation and protect public health and the environment. You will also oversee the delivery of the Council’s Pest Control Service, ensuring that resources are managed effectively, and services respond appropriately to demand.

You will be an effective leader and team player, able to support and motivate staff, manage budgets and competing priorities, monitor performance and make sound, proportionate decisions when dealing with complex and sometimes challenging situations.

Excellent verbal and written communication skills are essential, together with the ability to negotiate effectively, prepare clear reports, present information and work collaboratively with colleagues, partners, businesses and members of the public. Relevant enforcement and management experience is desirable.

The post is based in Hartlepool and will involve travel throughout the borough.

The post is subject to safer recruitment measures, including an enhanced DBS check.

Other benefits include flexible working arrangements, a generous annual leave entitlement, access to the Local Government Pension Scheme and opportunities for training and professional development.
